THE PHILRULZ DICTIONARY

the veto test: The veto test is automatically applied to any and all films under consideration for selection after the MovieFest starting deadline (January 1st) and until the fest's completion. A movie can be vetoed one of two ways: either A.) a 1/3 majority (or greater) has already seen the film or B.) a 1/3 majority or greater officially vetoes the film. The total number of vetoes that can be used by each person is set at eight. No rules have been created to specify how much of a film a given member needs to see in order to veto it, nor has a punishment been laid out for bearing false testimony, nor is there a particularly coherent system to track voluntary (not-viewing) vetoes during spontaneous selection.
